Information on cross-compliance

When it comes to state subsidy payments to agricultural holdings, the term ‘cross-compliance’ plays an important role. It means that, since 1 January 2005, farmers must comply with certain obligations in order to receive subsidy payments. These obligations fall into three categories:
- compliance with basic requirements for farm management in the areas of human, animal and plant health, the environment and animal welfare,
- the maintenance of good agricultural and environmental conditions on the land, and
- the conservation of permanent grassland.
If some or all of the obligations set out for these three areas are not met, sanctions will be imposed. Depending on the severity, extent, duration or frequency of the breaches, aid payments for one or more calendar years will be reduced by between 1 per cent and up to 100 per cent.
Who should I contact?
In Saxony-Anhalt, cross-compliance is implemented at three levels: the Ministry of Agriculture and the Environment acts as the paying agency. The State Administration Office acts as the coordinating body. The supervisory authorities are the Offices for Agriculture and Land Consolidation, as well as the districts and independent towns.
